First, change the concept, guide and promote the healthy development of the glass industry

We must implement the strategy of “innovation and improvement, surpass leads” and implement the relevant ministries and commissions of the State Council, the National Development and Reform Commission, and the Ministry of Industry and Information Technology. There are related document policies and various work measures formulated by the Building Materials Federation and the Glass Association to guide the industry to overcome irrational expansion ideas, establish a green development concept of resource conservation and emission reduction, implement the “going out” international development concept, and compete Win-win cooperation with cooperation Industry self-regulation philosophy, attention to the concept of quality and efficiency, and strive to improve the quality and ensure the industry's healthy and sustainable development.
Second, currently highlight the five key tasks
First, we must resolutely curb the behavior of blindly building new capacity. The Central Government and the State Council have explicitly put forward targets and measures for controlling new production capacity and resolving excess production capacity. In particular, strict control over new production capacity should be a bottom line that our industries and companies jointly abide by. The entire industry must form a consensus and must cooperate with government departments in exploring new and multifaceted market access mechanisms with multiple indicators. The glass industry, enterprises, and associations must form a consensus and actively join hands with building materials federations, enterprises, and local associations to establish project approval mechanisms that involve policies, standards, finance, taxation, land, environmental protection, and association organizations, and actively promote the introduction of relevant government departments. Policies to jointly curb blind new production capacity.
The second is to speed up the elimination of backward production capacity. The 41st document of the State Council clarified the target measures to eliminate backward production capacity. Premier Li Keqiang proposed in this year’s government work report that the backward production capacity of 35 million weight boxes of flat glass should be eliminated this year to ensure that the elimination task of the “Twelfth Five-Year Plan” is completed one year ahead of schedule. On this basis, we will study and determine new elimination goals, formulate corresponding measures and methods, and actively cooperate with the government to promote the implementation of the elimination goals.
The third is to further strengthen the self-discipline of the industry and coordinate self-regulation. Self-discipline and coordination are effective measures to maintain the healthy development of the industry. We must adhere to past effective practices and explore the laws, methods, and methods for doing a good job of industry self-discipline in terms of persistence, regularity, and rationality. Implementing Guofa No. 41 document and resolving overcapacity as the main line, actively promote industry self-regulation in creating a good market order, promoting product and organizational structure adjustment, combating non-standard products, and consciously controlling new production capacity; , To provide guidance for guiding the development and formulation of policies; to use innovative thinking to explore new marketing models, to carry out pilot projects in the industry, to accumulate experience, and to promote effectively.
The fourth is to actively promote energy conservation and emission reduction in the glass industry. The 18th CPC National Congress and the 3rd Plenary Session of the 18th CPC Central Committee pointed out that we must speed up the construction of ecological civilization and use the system to protect the ecological environment. The "Standard for Emission of Air Pollutants from the Flat Glass Industry" (GB26453-2011), which was implemented on October 1, 2011, has increased the restrictions on SO2 and NOX emissions and is by far the most stringent environmental protection standard for the glass industry. These requirements have undoubtedly increased the urgency of the glass industry to promote energy-saving and emission reduction.
To this end, we must actively explore and establish an industrial service system that includes standards, certification, consulting, evaluation, testing, and supervision, and extend the service industry chain on this basis. The Building Materials Federation will promote the national energy conservation and emission reduction policy and the “Development of Green Building Materials to Promote Energy Saving and Emission Reduction Proposal” to guide the industry to change its concepts and promote the energy conservation and emission reduction of the glass industry in accordance with the “Acceleration and Promotion of Energy Saving and Emission Reduction Implementation Plan for the Building Materials Industry”. We will strengthen the supervision and inspection of the implementation of the “Energy Consumption Limit for Flat Glass Unit Products” and “Emission Standard of Air Pollutants for Flat Glass Industry” and promote the review of energy efficiency benchmarking and clean production. Combine the “second-generation float method” technology innovation and research and development, make progress in key technology and equipment, increase the proportion of energy-saving emission reduction technologies such as desulfurization, out-of-sales, and waste heat power generation; strengthen communication with the construction industry and related government agencies, and strive to integrate energy-saving glass columns. Into the project acceptance, promote the application of energy-saving glass products. It is necessary to focus on the conservation of resources and energy, the reduction of environmental burden, and the development of green building materials, and accelerate the transformation of industry development methods and the construction of resource-saving and environment-friendly industries.
The fifth is to strengthen policy and standard innovation. Policy research should be continuous and advancing with the times. We must actively play the role of deputy chairpersons and other large-scale leading enterprises in familiarizing with the industry and getting close to the actual demonstration role. We should organically integrate policy and standards research with the actual situation of the enterprise and carry out policies in a planned manner. Innovation, put forward operability policy recommendations for government departments to formulate policies to provide the basis. It is necessary to actively promote the construction of a technical standard system for new technologies and new products, and to strengthen the development and revision of standardized standards around product quality, elimination of backwardness, energy conservation and emission reduction, and to give play to the role of standards in leading development.
3. To strive to make breakthroughs in the five major areas during the "12th Five-year Plan" and "13th Five-year Plan" period
The first is to promote breakthroughs in the "second-generation float" technology and equipment innovation. It is necessary to further enhance the "second-generation float" technology and equipment innovation, study and formulate standards for project acceptance, and use this to determine new world-leading standards and new phase-out standards. It is necessary to accelerate the elimination of backward steps and achieve the purpose of promotion through the work of benchmarking.
The second-generation Chinese float glass technology innovation and R&D is the support for the transformation, upgrading, and upgrading of the industry. It is the key work of the industry and the association in the next three years. At present, the eight goals and the eight goals including product quality, variety, equipment improvement, intelligent operation, energy saving and emission reduction, labor productivity, raw material optimization, and industrialization demonstration projects have been determined, and they should be promoted in accordance with the overall deployment of the Federation. To further enhance the "second-generation float" technology and equipment innovation goals, "second-generation float" technology equipment innovation research and development must be in the quality of original glass quality to meet the requirements of automotive windshield, multi-functional new product research and development applications, double the added value, etc. Form a landmark achievement.
The second is to promote the application of a number of new technologies and new products through the combination of standards and policies, and in particular to promote the application of Low-E energy-saving glass and actively expand new application areas.
The third is to innovate standards and improve standards. Combine standards and policies, formulate barriers to entry and establish new standards to eliminate backwardness, and accelerate the pace of structural adjustment.
The fourth is to speed up the pace of mergers and reorganizations. At present, the number of flat glass companies is large and the average size is small, which is one of the main reasons that affect the improvement of technology and management level. We must unswervingly advance reforms and use the advantages and efficiency of different resources. To regard mergers and reorganization as the key to the development and reform of the glass industry, it is necessary to strengthen communication with the government on the basis of perfecting the “Industry-recommended countries to give priority to the implementation of plans for the Glass Group” and “Guidelines for the merger and reorganization of the glass industry” as the basis for the development and reform of the glass industry. , coordination, promote the introduction of relevant policies as soon as possible, and promote substantial progress in the construction of large groups. Actively nurture industry-leading companies, and play a leading role in accelerating the transformation of development methods, technological innovations, improving independent innovation capabilities, and promoting industrial transformation and upgrading of large enterprise groups and key enterprises, while encouraging the development of characteristic and professional development of small and medium-sized enterprises The continuous optimization of the organizational structure.
The fifth is to accelerate the acceleration of energy conservation and emission reduction. Energy-saving and emission-reduction is one of the most important aspects of the current gap between the glass industry and the world's advanced level. Technology has yet to be broken. The “Twelfth Five-Year Plan” puts forward the goals and requirements for energy conservation and emission reduction. This should be the minimum bottom line for our efforts to promote energy conservation and emission reduction, and we must further raise the standards. It is necessary to guide and organize the industry to accelerate the pace of energy saving and environmental protection and enhance the urgency of the work.
